Edward Quinn

Chief Executive Officer

Mr. Quinn has worked over 25 years in the manufacturing, distribution and energy businesses. Prior to joining Hull Street, Mr. Quinn served as Chief Financial Officer and a partner of TW Perry, a building materials supplier in the Mid-Atlantic. During his five years at TW Perry, Mr. Quinn worked closely with the management team and employees to increase profitability and productivity. In 2020, Mr. Quinn negotiated the sale of TW Perry to BMC, now owned by Builders First Source.

From 2001 to 2015, Mr. Quinn worked at Constellation Energy holding a variety of leadership positions. Mr. Quinn served as President of the wholesale energy division of Constellation, an Exelon Company, where he oversaw portfolio management, origination and dispatch activities for Exelon’s generation fleet. Mr. Quinn also led the commercial integration team for Constellation during their merger with Exelon. As President of Constellation’s Customer Supply business, Mr. Quinn spearheaded Constellation’s growth in new wholesale markets and entry into new retail businesses such as solar, demand response and energy efficiency. Mr. Quinn worked at Enron in their pulp and paper business and International Paper, serving as an operations manager at a packaging plant.

Mr. Quinn received a Bachelor of Arts from Boston College and an MBA from Fuqua School of Business, Duke University.


Randall Osteen

General Counsel

Mr. Osteen has 20 years of experience as a senior lawyer in the energy industry, focusing on managing transactional and regulatory legal risk.

He was an early employee at Constellation Power Source, Inc. and was instrumental in developing the documentary, compliance and regulatory risk framework for the organization. During his career at Constellation Energy, he was lead counsel on numerous complex material power and gas transactions nationwide. In 2009, Mr. Osteen became a member of the senior management team as General Counsel of Constellation Energy Resources, LLC, responsible for the legal work associated with wholesale, retail, mergers and acquisitions and non-nuclear generation.Following the Exelon merger with Constellation, he served as Vice President and Deputy General Counsel of the larger company.

Mr. Osteen also serves as Chairman of the Board for Young Audiences of Maryland. He received a B.A. from Emory University and a J.D from the University of Maryland.


Craig Herlihy

Chief Financial Officer

Mr. Herlihy joined Hull Street Energy in 2021. He has over 12 years of finance and accounting experience which started in Public Accounting with subsequent SEC Reporting and Corporate Finance roles. He is responsible for a wide range of accounting and reporting responsibilities.

Most recently, Mr. Herlihy was the Director of Finance and Reporting at a Top 20 homebuilder. During his tenure he built out the Finance and Treasury functions as the company grew from a local builder to a large regional builder, through a combination of M&A and organic growth. Mr. Herlihy also helped the previous private equity owners exit their investment in the company and managed the transition to new ownership, a publicly traded foreign company.

Mr. Herlihy received a B.S. in Accounting and M.S. in Accounting from the University of Florida and is also a CPA.


Scott Weinstein

Chief Strategist

Mr. Weinstein has over 30 years of experience working for financial institutions ranging from large banks to private equity. He has broad expertise in commodity risk management, derivative pricing and risk models, and physical operations in the power and gas markets, and has had a long career in creating and developing best in class risk management platforms for bulge bracket financial institutions that participate in the energy markets.

In the early 1990’s, Mr. Weinstein led the creation of its Goldman Sachs’ proprietary risk management platform known as Secdb. He was the lead Strategist developing quantitative models for Goldman to enter the natural gas markets in 1994. He was also the lead strategist for Goldman Sachs in the joint venture that created Constellation Power Source in late 1996 wherein he and his team developed the capability to trade, schedule, and manage physical and financial risk in the deregulated power markets. Mr. Weinstein’s career included a four-year stint as Co-Head of the Goldman Sachs power trading business and four years leading an effort to bring credit trading into Goldman’s risk management platform.

During the decade following the financial crisis in 2008, Mr. Weinstein spent almost eight years in JP Morgan as the lead quantitative strategist for a broad commodity business which included energy, metals, and agricultural trading. In those years, he helped JP Morgan to successfully develop a rival risk management platform to the one that he had developed in Goldman Sachs. This effort helped catapult JP Morgan into the upper ranks of energy trading across the top financial institutions.


Scott Blair

Senior Vice President, Asset Management and Operations

Mr. Blair has worked over 30 years in power plant asset management, operations, project management, and finance.

Prior to joining Hull Street Energy, Mr. Blair spent 8 years with Talen Energy in various roles including Vice President – PJM Fleet where he co-led an 8.7 GW fleet of power plants (46 generating units at 22 locations) with 750 employees. Mr. Blair also ran Talen Energy’s Major Projects business unit which was responsible for large capital projects and managing environmental liabilities. In that role, Mr. Blair was recently responsible for the conversion of the 1.5 GW Montour power plant from coal to natural gas. From 2016-2018, Mr. Blair led Talen’s 3.2 GW PJM Gas/Oil fleet (31 generating units at 16 locations).

Prior to Talen Energy, Mr. Blair spent over 20 years at Raven Power (a subsidiary of Riverstone Holdings) as well as Constellation Energy Group, Exelon, and Baltimore Gas and Electric. From 2010 to 2016, Mr. Blair was plant manager of a 1 GW, 5 generating unit power plant in Baltimore. From 2008 to 2010, Mr. Blair led Constellation’s 1.2 GW fleet (26 units, 6 sites) of gas turbines and steam generating plants in Maryland and Pennsylvania. During his time at Constellation, Mr. Blair performed due diligence work on several power plants, including the successful acquisition of the Boston Gen fleet (Mystic and Fore River) in 2010. Mr. Blair also served as a Director Corporate Financial Planning and Analysis for Constellation Energy.

Mr. Blair received a Bachelor of Science in Mechanical Engineering from University of Maryland, College Park and an MBA from Loyola University.
